The Borough of Donora Code Enforcement Office in conjunction with the Donora Police Department have begun to tag vehicles that meet the definition of “Abandoned Vehicle ” and/or “Junked vehicles.”
If your vehicle meets the definition of one of the items listed below, please bring your vehicle(s) into compliance with the Ordinances to prevent further action being taken.

According to Borough Ordinance 1070 of 1967 a(n):
Abandoned Vehicle is defined as any vehicle which does not have BOTH a current Pennsylvania license plate AND a current safety inspection sticker.
Junked Vehicle is defined as any self-propelled, fuel powered vehicle that has any part of the body missing, broken windshield, wheels or tires off, motor removed, transmission removed or any part thereof that prevents the vehicle from moving of its own power; and any other mobile equipment that has parts missing which have been removed or towed by another fuel-powered vehicle.
It is hereby ordained and enacted by the Council of the Borough of Donora that it shall be unlawful for any person, firm or corporation or any agents thereof to store or permit the storage of abandoned or junked automobiles or vehicles on private or public property within the said Borough.
Any person, firm or corporation violating any of the provisions of this ordinance, shall, upon conviction thereof, in a summary proceeding before a Justice of the Peace, be sentenced to a fine of not less than $25.00 nor more than $100.00 together with the costs of prosecution and in default of payment of said fine and costs be committed to the Washington County Jail for a period of thirty (30) days.
** EXCEPTION: Any Registered Vehicle registered as an Antique Car or Classic Car with a valid registration (License Plate), is not required to have a current state safety inspection sticker.

Borough Ordinance 1390 of 2018 adopts the 2012 International Code Council International Property Maintenance Code in which Section 302.8 states:
302.8 Motor vehicles
Except as provided for in other regulations, no inoperative or unlicensed motor vehicle shall be parked, kept or stored on any premises, and no vehicle shall at any time be in a state of major disassembly, disrepair, or in the process of being stripped or dismantled. Painting of vehicles is prohibited unless conducted inside an approved spray booth.
Any person, firm or corporation violating any of the provisions of this ordinance, shall, upon conviction thereof, in a summary proceeding before a Magisterial District Judge, be sentenced to a fine of not more than $300.00 together with the costs of prosecution and in default of payment of said fine and costs be committed to the Washington County Jail for a period of thirty (30) days.
