PERMITS REQUIRED
On June 10, 2004, The Borough of Donora adopted Pennsylvania Act 45 of 1999 which establishes the Uniform Construction Code (UCC) and Pennsylvania Construction Code (PCC). When the Borough of Donora adopted the Act, Borough Council adopted the Act with specific Amendments which pertain to the Borough of Donora. Not all construction requires a Building Permit according to the UCC and PCC however, within Borough limits, Permits are required for the following:
Fences that are no more than 6 feet high
Retaining Walls that are not over 4 feet
Sidewalks and Driveways
Window Awnings
Installation of Windows, Doors, Garage Doors, Storm Doors & Storm Windows
Replacement of existing Roof Material that does not exceed 25% of the roof
Replacing or Adding New Siding
Repair or Replacing Porch Supports
Replacement of Rain Gutters
Installation of an uncovered Deck where the deck is less than 30” above grade
Repair of Leaks
Replacement of a water closet, lavatory, or kitchen sink

ZONING REQUIREMENTS
Borough regulations place various restrictions on the use of property, and the location of all improvements and additions to property.
Property owners should contact the Code Enforcement/ Zoning Department for more information.
Donora Borough requires Zoning Permits when adding an accessory structure to your property (swimming pool, shed, deck, fence, detached garage, etc.) or altering an existing accessory structure. Zoning permits are also required before any building permits are issued by the borough.

OCCUPANCY PERMITS and RENTAL REGISTRATION REQUIRED
Donora Borough requires Occupancy Permits for single family residences, multi-family residences and commercial businesses. Occupancy Permits are required prior to anyone moving into an apartment, home or business.
