**CIVIL SERVICE COMMISSION MEMBERS are responsible for ensuring a merit-based hiring and employment system through duties like creating and enforcing rules, administering exams, certifying eligibility for positions and promotions, and hearing appeals on disciplinary actions. They act as an impartial body to oversee civil service employment and promote fairness in areas like recruitment, promotions, and employee discipline.

 

Key duties and responsibilities:
Rule making and enforcement: Members establish, amend, and enforce rules and regulations for civil service employees to ensure fair employment practices.
Recruitment and examination: They oversee the recruitment process, hold examinations to test the fitness and qualifications of applicants, and create eligible lists for positions.
Certification: Commissioners certify the eligibility of applicants for positions and promotions, and they certify the results of examinations to the hiring authority.

Disciplinary matters: They are responsible for establishing procedures for discipline, suspension, removal, and reduction in rank for civil servants.

 

Appeals: They hear appeals from employees who have been suspended, reduced in rank, or removed from their position.

 

Investigation and advice: Commissions may investigate personnel administration conditions and provide advice to city councils or managers on civil service matters.
Classification: They may classify positions based on duties and responsibilities to ensure fair ranking and pay.
